Emergency Response Team Leader
DUTIES :
1. Develop relevant Emergency Response procedures and how they relate to the foreseeable accident scenarios. Including monitoring and critiquing Operations' emergency drills to ensure that adequate awareness of operation emergency procedures exists.
2. Provide leadership in all emergency response-related activities and minimize potential risks by requiring compliance with all CLIENT-HSE management system standards/policies, and safe work practices.
3. Establish and implement a visit coverage plan for all Operations and project areas to assure that emergency preparedness is effectively managed and delivered in all activities.
4. Through interactions and visits, create and maintain a "live" emergency response plan and exercises for each operation area.
5. Provide leadership in developing necessary resources to support emergency response preparedness relates with Permit-To-Work and other control of work process in all operating areas to ensure compliance with Safe Work Practices in all activities, as required.
6. Ensure that all work teams understand validated emergency plan and scenarios for their assigned areas and take an active role in reviewing and establishing proper control and emergency preparedness.
7. Actively measure emergency response capability and performance both for the emergency responders and the workforce. Develop emergency response improvement plan.
8. Work with CLIENT technical expertise and resources in ensuring competency of emergency response team and capabilities by developing essential and active competency gap training program.
9. Identify gaps in crisis and emergency management system, effectiveness and alignment with CLIENT group crisis and incident management system.
10. Participates in pre-shift meeting, daily meetings, toolbox talks as required.11. Provide input, prepare and submit reports s a required.
12. Participate in investigations of incidents when necessary.
13. Working with the other HSE advisor, review incident reports from other BU's and support relevant communications of Lessons Learned to Operations personnel.
14. Monitor Contractor work force HSE performance and provide feedback to change the Contractors Management systems where appropriate.
15. Assist HSE auditor as required in the HSE assurance process, including development of action plans, and follow up as required to ensure that required actions are completed in a timely manner.
